National Information Technology Development Agency, NITDA, has disclosed that it has achieved a 90% at blocking Ministries, Department and Agencies, MDAs, from siphoning money using Information and Communications Technology in government offices in the country.
The Director General of the agency, Dr. Isa Pantami who made this known during a chat with journalists, shortly after he received the NUJ corporate friend of the media award recently in Abuja, noted that the agency may not be able to stop all of them but it has achieved 90% of blocking MDAs from steal government money through ITC.
Pantami said it was when he came on board that he discovered that there was need to regulate IT in the country.
According to him, “MDAs are no more using ICT to siphon money unnecessarily. We may not stop them all but I can say at least 90% has been blocked so far”.
According to him, “the first thing we started doing was to ensure that all IT projects in the MDAs are cleared, technically and professionally executed because before I came on board, many MDAs see that IT projects as a conduit for siphoning money because when they go for budget defense, most of our legislatures do not know what IT is all about”.
He added that, “So, people find it easy to manipulate them and the budget passed with unnecessary questions. With this IT clearance, huge amount of money has been saved, about N10bn so far, not to talk about the technical values added”.
The director general said through the regulation, we make sure we promote our cyber security. We create public awareness about cybersecurity as part of the regulation. We ensure that local companies, endogenous ICT products are deployed in the MDAs.
“We do not allow importation of IT products unless we discovered we do not have the capacity in the country, he said.
These are some of the initiatives we have taken, which by implication have been creating digital jobs, supporting our endogenous IT companies, and they are happy.
They say the level of patronage as of today is very high compared to before. This is a clear indication that the economy is being supported by this regulation.
With this award, by money, you will see new policies on board.
Enacting Anti-Hate Speech bill
There are many things that may be right but we need to be reoriented about them.
However, I personally do not support enacting any new law because most of the issues we are dealing with, if we follow our constitution, penal code, Cybercrime Act 2015, all these issues have been addressed.
For example, when you look at the right to privacy as amended, section 37 of the constitution addresses the issue.
When it comes to freedom of expression, constitution 1999 as amended, section 39 sub section 1, when it comes to regulating our utterances, respecting the law of the land, that has been addressed by section 39 sub section 3 of the constitution.
When you come to committing fraud or crime on the net, that has been addressed by Cybercrime Act of 2015. All these things have been addressed but the issue many Nigerians do not know cybercrime exist.
We need to create more publicity to reorient our society.
Before we go ahead enacting new laws, what we need to is to teach people self regulation, meaning that whatever I want to report, I need to do is to ask if it will promote unity because Nigeria needs unity in diversity.
We have a very serious diversity in the country and we need unity in this diversity because we do not have another country other than Nigeria. Millicent.
So, what we need to teach people is self-regulation. If there is anything happening in any part of the country, it must be reported in a way it will promote unity in the country.
The idea behind releasing information is to ensure that the right thing is being done.
What we need to do is to look at the constitution, penal code of Northern and Southern Nigeria and the 2015 Cybercrime Act, all these issues have been addressed by the law.
“We need Societal reorientation to promote peace, unity, justice and fairness and to ensure that whatever we write will in anyway promote peace, justice and equity in our country and not shading blood of innocent people.
Speaking on the award he said he consider the award as a challenge and a motivation for me to do more.
“I am not expecting Nigeria Union of Journalists to come and collect award without doing their background checks, without making an investigating about my personality, what I have been doing, and they found out that I deserve this award.
